Some facts about MESSA (and recent insurance proposals by teachers)
The WBEA did get quotes for other health insurances, and have already proposed increased deductibles and high cost prescription coverage. Our last proposal significantly brings down the cost of healthcare premiums, by as much as $300 per month, per member.
MESSA is a non-profit group therefore they put their “reserves” back into the insurance plan to help keep cost down. MESSA doesn’t have commissioned agents like every other insurance out there, so there is no middle man. When you purchase insurance for any other business you go to an agent who gets a commission by “selling” you the plan and they are a “for profit” business.

· MESSA was chartered by school employees 49 years ago as a not-for-profit VEBA (Voluntary Employees’ BeneficiaryAssociation) to provide education employees with a source for affordable, quality group health care coverage. As a VEBA, MESSA is member-focused and puts member service and quality coverage first, not profits.
· MESSA’s Board of Trustees has utilized $220 million from our underwriting reserves to reduce rates over the past five years. MESSA’s rate increases have averaged less than half the industry average – under 6% over the same five years (13.3% for 2010-2011, 4.9% in 2009-10, 3.3% in 2008-09, 2.7% for 2007-08, & 4.7% for 2006-07).
· A VEBA operates much like a member credit union in that the net earnings accrue to the benefit of the membership. In the case of MESSA, its net earnings are used to provide for the payment of member health benefits.
